How to get an agrivoltaic project done in Mauritius

Agrivoltaics puts solar panels high above crops, so one plot of land produces both food and photovoltaic electricity. In Mauritius, grid-connected agrivoltaic projects go through the CEB Agrivoltaics (CAV) II Scheme. These are the main steps, summarised from the CEB's own leaflet. Always read the official document before applying.

Step by step

  1. Check you are eligible. The CEB considers CAV II applications only from registered planters and farmers, applying alone or through a registered cooperative. A hybrid facility (solar panels plus battery storage) can be up to 4 MWac.
  2. Read the official CEB leaflet. It sets out the rules, metering and deadlines: CEB CAV II Scheme Information Leaflet (revised July 2026, PDF).
  3. Site survey and design with Green Eco Solar. We visit your land for free, look at the crop, layout and grid connection, and prepare the solar photovoltaic design you need for the application.
  4. Apply to the CEB. Download the application form from ceb.mu, fill it in and submit it with the project documents at a CEB Customer Services Centre, with the processing fee set by the CEB.
  5. Network Impact Assessment. The CEB studies how your project connects to the grid and fixes the final capacity. Its recommendations must be followed.
  6. Letter of Intent and agreement. If the project is accepted, the CEB issues a Letter of Intent. You then have two months to sign and return the Connection and Energy Purchase Agreement.
  7. Permits, order and construction. Secure the permits and licences, submit proof of equipment order, and start construction within the milestone times the CEB sets.
  8. Commissioning. The CEB tests and commissions the grid connection and fits import/export meters. Your agrivoltaic system then starts running.
